Condolence From: Master Sergeant Charles Libby
Condolence: Chief Mandell gave me my first job in law enforcement after returning from Desert Storm and the Marine Corps. I worked for him for two summers and now after almost 25 with Portland PD, I look back on him as an incredible influence and mentor. Thank you so much and rest in peace, Chief.

Condolence: I'll miss our monthly 'phone calls when Eddie would grill me about my bird hunting episodes with my dogs. He was a great guy to talk with.

Condolence: To Anne and family my deepest condolences. I had the honor to have worked with Ed after being assigned to the old BCI. He was a greatly respected investigator and I, personally, learned a lot from him. A great guy who will be sorely missed. RIP brother.
